On 16 December (Friday) in the cultural center Tocka the debate: Managing the cultural scene in crisis times (challenges, chances, partnerships) will be held. |

The debate would gather the independent cultural actors from Skopje
and Macedonia as well as representatives of central and local
authorities. The introductory address will be delivered by Milena
Dragicevic-Sesic, PHD, professor at Belgrade University, cultural
management and cultural policy expert with European relevance and
Teodor Celakoski, project director at the Multimedia Institute,
MAMA, Zagreb. The debate will be moderated by Nikola Gelevski, from
the Cultural center Tocka. The debate has two aims:
1. to show how to match the regional theoretical and practical
experiences in the management of the independent cultural scene, in
period of the decentralization process, and when the NGO sector
faces with the withdrawal of the traditional home and international
foundations and
2. to show the possible strategies for mapping the needs of the
independent cultural scene through effective cooperation within the
scene and in cooperation with the local and the central authorities.
During the discussion the issues like: forms of cooperation among
the different actors on the cultural scene, about the functional
management with the technical, infrastructure and human recourses
will be tackled, as well as, the demystification of the term "NGO".
The questions of how to recognize possible partners and how to lobby
the culture on local and national need will be raised.
