The culture as a
resourse for developement
According
to us, the question of culture is one of the most important social
questions. The culture could be a strong resourse for social
developement. A precious time is lost. The neccessary changes that
were to happen in the region in the past ten years mainly didn't,
especially in the so called cultural sphere, which in many things
could be some kind of an avangarde for a more radical opening
towards the society, towards outside but even more towards inside,
being as an important integrative and cohesive factor in the
broadest sense.
In the contemporary world, for example, the culture has more
connections with the community, with the most direct social
surrounding, connected with the municipalities, schools, minorities
of all kinds - handicapped, poor etc.; from the other side, there is
a strong trend of transforming the culture into industry, something
that the European Union pays more attention, trying to oppose the
mighty american cultural industry (film, music...). The Balkans is
aside from those trends, persistently sticking to one oldfashioned
and overcome nationalistic cultural model which in the last years
faced complete colapse. That is one more reason why the need for a
different rethinking of the connection and the influences between
the society and the culture is urgent. The attempts up to now were
mainly unsuccessful because of the big political instrumentality,
because of the bad coordination among the different factors, but
also because of the bad coordination between the different sectors,
but also because of the objective noncompetence of the 'cultural
workers" here, i.e. the low level of a expert knowledge in the
relatively new areas of cultural policy, cultural management etc.
In every case our intention is not to replace the political decision
making but to stimulate the dialog, to strenghtenthe democratic
culture as well as the culture of democracy. The securing of the
pluralism of cultural orientation should be our impact towards the
more broader proccesses of democratization. A reason more to
accentuate this aim is the fact the Balkan region is very complex
and in the moment it is a very thinny fibre consisted from different
and multi-colour parts. That complexity, according to us, is our
treasure and one of the resources for developement of the region,
despite the fact that the current events could bring in other
direction. But, whatever happen, The Balkans is not an isolated
island and we, in many aspects, are confronted with strong
(sometimes even dangerous!) cultural interferences, that could be in
other words be called as "battle among the nation on the
cultural fields".
